Im tyrying to be calm here. Exactly what forms do i need to register a brand new scooter, ive just been to portsmouth and back 60+ miles for nothing. What registration application do i need? It was like talking to a robot there, and her supervisor was the same.

I bought a baotian BT50 QT11 from expressway on ebay. All the paperwork that came with the bike were phtocopied invoices from the shipping company and the coc. I dont know what forms i need to register it.

The V267 form can be downloaded from the following link:- www.dvla.gov.uk/forms/pdf/v267.pdfI have just found this information about the C & E Form 389:- "C & E 389 - This is a self-declaration form which should be used by VAT registered traders for commercial imports from outside the EU." Link:- www.compucars.co.uk/investigate-importing.aspThere is a phone number for C & E at the bottom of the page:- "For further advice on import duty and tax contact HM Customs & Excise at Dover 01304 224557" I will be collecting my Baotian BT-50QT 9 on Wednesday morning, so this information should hopefully help me make sure I get the correct forms.

Right, I have just spoken to Customs & Excise about Form 389.
This form is to prove that the import tax, VAT, and duty, has been paid on the vehicle when it arrived in this country. Apparently each vehicle has its own 389 form.
I have just checked with pitbike4all, who I am buying my scooter from, and they repeated what I had been told by C & E, they also said that form C&E 389 is supplied with the scooter, along with any other documentation needed to register it.
They said that they have even had people call in there, pay for the scooters, take the documentation to Nottingham and register the vehicles, then call back and drive the vehicles away, all in the same day.

It looks like I may have bought a scooter that has not had duty paid on it, therefore i may have to pay, what a mug i feel. Ive emailed expressbuy that advertise on ebay and given him a piece of my mind, threatening to tell ebay of his misleading ad.

if I remember right this is the scoot that came from Austria...did strike me as a bit odd at the time. Hope you can get it sorted out.

...just seen the pictures you posted of it, I must admit it looks very smart, Chinese design is coming on in leaps and bounds (just buy one of the early issues of Twist And Go to see what their attempts used to look like !!)... good luck with the registering problem as I'm looking forward to hearing how you get on with it.

It might not be as bad as you think. If it has been purchased from Austria, then VAT might have been paid already, as Austria is in the European Union, and the seller should have paid this. You need a good Customs and Excise contact number to check out what is actually owed, if anything, on the scooter. The rules are different if it was imported from another EU country, but this could get complicated, as it was obviously imported to Austria from China. If you have another look at the following link, you will see a section about importing from EU countries, *which is what you have done*. It mentions a VAT 415 form, and this could be what you need in place of the C&E 389 When I spoke to Customs and Excise, they were very helpful, so don't let the title put you off www.dft.gov.uk/stellent/groups/dft_roads/documents/page/dft_roads_506867-03.hcsp

As things stand I need to proove to DVLA that duty was paid, that means getting the company in Austria to send me the original certificate to show they paid it, photocopies or faxes are not acceptable. If they cant or wont do that, then i will have to pay 8% duty plus 171/2% vat which comes to about £130. I have emailed the company in Austria asking for proof or a refund to cover my expenses or I shall report them to Ebay and paypal for not mentioning in their ad this extra cost.

If you can afford £130 then a good idea might be to pay the fee yourself so you can get the bike on the road quickly but don't tell the Austrian company. If you tell them they might not cough up.
