BOUGHT A TASHIAN 50 SPORT LIGHTS KEEP BLOWING WHEN CHANGED)(MAIN,REAR AND SIDE)) ALL OTHER ELECTRICS FINE GETTING 30V PLUS AT MAIN LIGHT CHANGED REGULATOR STILL BLOWING BULBS TOOK REGULATOR OFF ,SO DISCONNECTED IT STILL GETTING HIGH VOLTS 30+ AT CONNECTOR THIS CANNOT BE RIGHT SURLY WITH NO REGULATOR ON YOU WOULD GET NO VOLTAGE AT LIGHTS ANY BRAIN WAVES OUT THERE,I,M RUNNING OUT OF HAIR

has to be the voltage reg - nothing else it can be ally

If you have changed the regulator and are sure it is ok the fault is probably a bad connection on the yellow wire from the magneto to the regulator. If you follow the wiring in the manual you will see that it also goes to the choke and the light switch.
You can check this by connecting a temporary wire pushed into the connector (yellow wire) just above the fan housing and the connector (yellow wire) on the regulator and see if that improves things

It took 3 regulators for me to find one that worked. Same thing happened to me- there is a post about a fried voltage regulator a few months back...
