You have to turn your handlebars all the way to the left to get them into the lock position. It only locks when turned completely to the left!

When you turn the handlebars to the left it lines up a gap in plate on the steering column with the shoot bolt that comes out of the ignition. This allows the bolt to move across into the gap and stop the bars from moving. The problem I have, and it sounds like you have, is that the plate has not beet cut short enough to allow the bolt into the gap. I took the front cover and handle bar covers off and noticed the plate is about 5mm too long. The plate does have a mark on it where it should have been cut! All it would take is a little work with a grinding stone on a dremel, to shorten the plate and allow the bolt to move into the locking position. It's been like that since I got it 6 months ago, can't be bothered to sort it. I will though at some point.

This was explained to me when I bought the bike.
Turn the key to the off position as far as it goes, push the key into the lock further and release it, it should then turn slightly towards the locking position, move the handlebars until the correct place is found for the bolt to move in to place, the key turns further and the steering locks, remove the key.
