help got to have bike riding after christmas If I remember correctly, there are two visible screws on the front of the panel, the rest of the screws go from behind, through the black panels on the handlebars, (either 4 or 6). The front panel then slides up slightly, to clear the plastic fixing lugs (again if I remember correctly), before pulling forward and off. Mine was a bit tight, but if you just take it slowly, removing all the screws that seem to be binding, and remember the sliding bit to clear the lugs, you should be O.K.

Is your bike a BT50?
If so I guess your talking about the large panel in the front with the air scoop in it. Mine had to be removed when building the bike and never seems to fit properly. On mine there is one large screw on the front side (middle), this must be removed. Then there are four screws on the reverse of the panel which need to be taken out too (mine only had two of these fitted, but there are holes for a another two). You can then free the panel of the clips GENTLY and remove. I didn't try lifting it to remove but it seems like a good idea.
I'd also suggest not doing this in the freezing cold, when the bike and panels warm up a bit they are a little more felable and the clips will be less brittle.
Merry Chrismas, and happy scooting. Hope I've been of some help. Scott

One large screw and washer at the front of the panel, and four screws behind, (mine has all four fitted) through the black panel just below the handlebars (not on the handlebars). A lot of the panels on these scooters have plastic hooks on the edges that fit into slots, and sliding the panels either up or down/forward or backwards allows the panels to be released. Good tip about being in a warm atmosphere when removing the panels.
