Yes the brights indicator is called the main beam indicator. I actually cut the connector off and used spade terminals on the regulator, but I will check them again for the 10th time. Probably unlikely then if you have fitted spade connectors. I would trace the circuit back from the headlamp, and see where the 2 volts originate from, if it is from the regulator, then it might be the regulator again, possibly damaged by a short in the bad connector before you fitted the spade connectors.

OK!
I think I have the electricals sorted now. In the end it took 3 voltage regulators... "Third times a charm"
Everything works fine except the scoot only goes 20mph and a rear blinker bulb is out. If anyone has any advice on either of these problems, let me know! The scoot has sat in a garage for about 3.5 weeks. Last time it sat that long the valves needed adjusting so I suspect that.
