What does a clutch bell do?

The thing that's connected to the rear wheel drive shaft, as the centrifugal clutch spins outwards it applies pressure to the inside of the bell and turns the bell which then turns the drive shaft which then turns the wheel Hope Ive explained it well ;D

would the race clutch bell affect the peformace of the bike in anyway?

ermm not really, the race clutch would as it would grip the bell faster therefore pulling away easier and at lower revs
