Do not run the engine without the filter. The carb will suck in stones and other particles from the air. This crap will eventually plug the main jet or even worse, travel into the rest of the engine.
I would clean the filter with soap and water. Then check that the pipes that goes into the air box are looking ok. My guess is that your cab does not get enough air for the fuel mixture.

Mine is some kind of plastic mesh.

yeah put a new one in dont bother with that soap and water idea it will ruin it ally

i am sure mine is its sponge and paper the sponge would prob be good enough on its own depends how ruined it is if atall from the petrol guess you will have to wait till it drys out
