check to make sure the spark plug is not to wide
have you tryed starting with kick start
to drain the petrol you could disconnect the fuel pipe from the carb or fuel filter

Yes I've double checked. This problem started before I changed the plug. Is There any thing else it could be? Does anyone know how much it will cost to get it checked over?

Answer to your question, easy way is to lean the bike on it's side (Use plenty of things to protect the plastics on the side of the bike)
All the petrol will come out of the filler hole.
Not perfect, but It will do the business for you!!
