You're not technically making the scooter go any faster which is why the insurance company don't need to know you're just unleashing the power that's being held back - it's a totally different thing to derestriction as the law says a 50cc must only do 30mph unless you have the correct license.

would 5 gram rollers be btter, as they would give you a mix of performance and they would last longer?

But they would be better for slightly newer scooters as they dont make the engine rev as high, correct?

Since you seem to have such difficulties getting roller weights in the UK, I figured that I could give you some info that might help in your quest...
New Peugeot rollers are (probably) the only ones that comes with teflon enforced weights. These are very good according to a scooter repair dude that I spoke with today. He told me that these weights looks brand new after many miles.
The weights should measure 16x13 for our scooters. These brands also have the exact same size of rollers: Honda Kymco Peugeot PGO Piaggio and probably many more. This means that you should be able to go to almost any shop that sells parts to these brands. Just make sure that the weights have the same size. When you ask if they have roller weights, they will probably ask for which brand of scooter. If you answer Baotian, they will probably answer no. Instead answer 16x13 mm or any of the above brands.

I have found that the Kymco Top Boy, or Kymco Cobra, have many of the same parts the Baotian BT50QT-9 has. Roller weights are easily obtained form most parts places if you ask for the correct size. WWW.Beedspeed.Com is a good place to start.
