Just tried to register my Baotian at the DVLA today.
Good news, I was sitting at the counter within 15 minutes of entering.
Bad news, when I bought the insurance online from Ebike Insurance yesterday, it gave me an option to download a cover note, which I did, and printed it out. Unfortunately, these printed cover notes are not acceptable for the DVLA, and I was told to come back when I received the 'proper ' documentation, so don't risk it. Why do insurance firms offer a downloadable cover note if it is no use?
I'm just glad that I hadn't waited 2 hours, only to be told the same thing.

Another story about the DVLA being pants. Will it ever end?

Strangely enough, I think they were probably right in this case. It would have been easy for me to alter the details in any downloaded version, then print it out. They are aware that this can happen, and it could result in someone getting a vehicle licensed without having valid insurance. Hopefully, the 'proper' insurance documents will arrive tomorrow, and I can try again. Meanwhile, I have put some petrol in, 'primed' and charged the battery, (what a job priming the battery is, when they do not give you a clue as to what you are supposed to do) Then I fired the scooter up and I have been up and down the yard a couple of times, so everything seems to be working OK

Lovely jubbly. I was the same when I first got my bike - I used to go backwards & forwards in the back garden.
