Sounds like an air/fuel mixture problem. With the scoot already warmed up and running put it on the center stand. Take a screwdriver and turn your air/fuel mixture screw(on carburetor) clockwise until the rpm's then stop, now turn screw counter-clockwise(making note of how many turns), the rpm's should rise then go back down again. Split the # of counterclockwise turns in half and screw it back in(clockwise) that many times. Also check your spark plug for burn patterns, and your air filter sponge.

mine have this problem for a long time and I still can't find the problem. I have readjust the idle speed and mixture screw, I cleaned the sponge yesterday still no luck, I changed the needle and the rubber thingy. to keep me on the road, what I did is keep it at a speed that don't let it cut out when stops, but that is very bad for clutch, my frist clutch just gone. I am still waiting someone could help me out! please everyone help us!

Accelerator pump may be flooding the engine when you twist the throttle to fast

The bike has got more acceleration to I will take a picture of what i did and post it a,s,a,p

Scoot,
Interesting thread, I too have suffered from flat spots as you have described & despite various bending of the accelerator pump lever I still have a flat spot if Im rough with the throttle.
Interestingly I tied the lever back out of the way, so disabling the accelerator pump and found good performance, just one minor flat spot at 3/4 throttle. Can't help but think the accelerator pump is the key here, but still not right, working on it occasionally when it gets iritating.
Inherently bad carb design I believe.
