usaully petrol evaporates very quickly, it might be something coming out of the oil breather that smells like petrol. The oil breather pipe is connected to the air intake

Seems like I read some where of someone having that problem and it was a hole in the diaphram in the carb.

I had the same problem. The engine turned over, but would not fire up. It was dirt in the carburetor. Cleaned by garage and no problems since.

you are meant to have oil in the air cleaner, catches the dust and crap out of the air, this is what my manual tells me to do: 1. fill a washing pan of a proper size with non-flammable cleaning solvent and wash it clean. 2. squeeze the solvent off the washed element by pressing it between the palms of both hands. Do not twist and wring the element or it will develop fissures. (ruin it) 3. Immerse the element in a pool of motor oil and squeeze the oil off the element to make it slightly wet with the oil. and then put it all back in. soooooo many motors oil are a mix of petrol, or might just smell like it, but if it helps mine smeels like petrol (like it should and runs fine)
hope this helped

simular thing happend with my 50cc scoot
filter was dripping wet the only other thing i could think of is maybe to much water got sucked in on a wet day or when it was cleaned, mixing with the oil on the filter
if this is whats happend and its not a carb issue such as jet being blocked or somthin
the following ideas might help
Get a freeflow filter
Make airbox higher at the front or drop it at the back
Put some sort of filter on the round hole (outside air intake) maybe a small bit of metal mesh thin cotton or somthing as the bike sucks air in from under the seat as well as from outside so doubt this would do any harm
